From Punishment to Possibility: Replacing Incarceration with Opportunity in Harris County, Texas
How a County Transformed a Youth Correctional Facility into a Community Opportunity Hub
In 2017, Harris County, Texas, was running a youth justice system that everyone knew was broken: too many kids in facilities and on probation, programs that didn’t work, youth correctional facilities that caused harm, and a persistent racial disparity the data made impossible to ignore. Starting in 2018, bold new leadership across probation, the District Attorney’s office, and the Juvenile Board joined advocates and communities already pushing for change. As fewer young people were locked up, the county faced a new question: What if a half-empty youth correctional facility could become a resource for youth opportunity?
The answer was the Opportunity Center, a community hub for education, job training, and healing built inside the former Burnett-Bayland Rehabilitation Center. This case study in our From Punishment to Possibility series traces how steady, aligned leadership, courageous decisions, and partnership with community organizations and others seized opportunities to expand diversion and improve youth justice practice that led to declines in the population. This laid the groundwork for transformation, and offers important lessons for other jurisdictions in similar positions.
As Henry Gonzales, Chief of Harris County Juvenile Probation, puts it: “If you ask me what our biggest success is, it’s not the building — it’s the opportunity we’ve created for young people to grow and become truly themselves.”
